Project Manager

Position is responsible for the execution of EPC Projects or Turnaround Projects. Manage all office and field personnel included in contract. Chair all applicable meetings and report to client. Provide condition status to client and advise of any corrective measures needed and participate in the implementation. Keep home office informed of and involved in daily progress and contract compliance.

Typical Duties:
Procure and set up all field facilities necessary for operation
Establish reporting requirements of subordinate personnel.
Develop project plan by defining scope of work, developing WBS, preliminary estimates, budgets, team members and responsibilities, QA/QC requirements, and establishing the procedures and controls to be used.
Evaluate for client and recommend Engineering and/or Construction Contractor for project as required.
Oversee and approve work of outside contractors
Establish document control plan for each project and ensure compliance
Issue and receive project correspondence distribute as necessary
Review and approve technical drawings and documents as required
Review and approve contractor requisitions and invoices
Review and approve deviations to the project plan and engineering design
Schedule and conduct project meetings with contractor, client and staff.
Report project status (cost, schedule and resources) on a timely basis.
Develop recovery plan for project problems.
Chair all progress/status/planning meeting and presentation meetings with client in a thorough, timely and effective manner
Report daily with required hard copy deliverables.
Conduct random field quantity survey of material receipts

Project Controls Manager

Position is responsible for the management and execution of project controls systems, processes and personnel. Provide project status and progress to management. Identify and report issues and take measures to correct by applying industry best practices and or facilitate meetings with team management to raise and resolve issues.

Typical Duties:
Develop project control plan for the development of work scope definition, preliminary estimates,
budgets, plans, schedules, scope change and resource requirements.
Develop and document control procedures and plan
Oversee and direct all work activities in the controls department.
Develop criteria for schedule and oversee development
Review and approve deviations to the project plan and schedule
Implement and mange field change order process

Cost Engineer

Position is responsible for compiling job cost estimates, preliminary turnaround and/or project budgets, cost tracking, forecasting; and financial reporting.

Typical Duties
Develop job cost management execution plan
Establish Cost Breakdown Structure (CBS) and integrate with WBS
Develop preliminary turnaround or project cost from job estimates
Set up Vendor files and collect contracts
Develop average job cost rates for estimating, if required
Review all PO’s as issued for cost committed and T&C analysis
Verify other committed cost information against contract T&C
Collect daily warehouse material issues and repair receipts
Enter all project committed cost data into cost tracking system
Adjust forecast to reflect change orders and other variances
Conduct random quantity survey of daily information received
Collect and enter all committed costs – labor, equipment, and materials
Analyze cost data and forecast final cost per project by work order by vendor
Report turnaround and project actual vs. baseline cost status as required
Report earned value per vendor and identify trends that impact the final cost projections
Prepare final cost report to client

Execution Coordinator / Field Coordinator

Position is responsible for the daily coordination and execution of turnaround activity in assigned area of facility. Interface with client, contractors and sub-contractors to ensure smooth execution and a successful turnaround. Candidates must have knowledge of industry safety and project execution processes and procedures.

Typical Duties:
Review Job Execution Plan for assigned area with interface personnel and implement
Observe that all personnel in area are wearing proper PPE
Interface with Operations to communicate work schedule
Expedite the permit process
interface with scheduler to optimize work
Audit and verify contractor’s progress reports
Complete all applicable personnel reports and ensure timekeeping practices are in effect.
Review and approve contractor force report and timesheets as required
Review and agree to necessity of equipment rentals and other material purchases
Attend all progress/status/planning meeting and presentation meetings.
Coordinate with purchasing on any replacement materials required and assist in expediting
Assists QA/QC in receipt and acceptance of repaired or exotic material
Advise contractor of insufficient crew for job at hand
Conduct random audit of contractor personnel to insure attendance
Remove obstacles for contractors to insure focus on safety and schedule complianc

Contract/Subcontract Administrator

Responsible for development, analysis and execution of T&M, Lump Sum or Incentive Based Contracts or Subcontract activity related to TA support needs.

Typical Duties:
Develop Contract routing procedure
Validate approved bidders list
Develop and Maintain Contract tracking log
Review contract language
Insure that Insurance requirements are met
Insure that site requirements are understood

Field Cost Administrator

Responsible for the control and accuracy of all Turnaround and/or project related cost information, including timesheets, purchase orders, and internal costs. Verifies contractor commercial terms against submitted cost information, inputs all data into cost system, and identifies issues for resolution by the Cost Engineer.

Typical Duties:
Ensure the integrity of cost data entered into any cost system.
Enter all labor, material and equipment cost information into cost program.
Interface daily with contractor timekeepers to ensure timely submittal and validity of time reports
and work force reports.
Audit invoices for proper support documents, correct rates and hours.
Verify cost information for all requisitions.
Verify cost information for all materials receipts.
Verify labor and equipment rates and codes.
Reconcile committed versus expended costs.
Generate and distribute cost reports produced from cost control system.
Perform daily computer backup of cost data files.
Set up and manage cost control filing system.
Prepare report data of actual costs vs. budget utilizing software program.
Interface with client accounting and purchasing personnel as directed.

Materials Coordinator

Position is responsible for the coordination of materials receiving, expediting and processing of materials required for a Turnaround or project

Typical Duties:
Execute material management procedures.
Have a thorough knowledge of the work plan and schedule against material needs
Ensure correct staging of all material assigned to project.
Establish the materials plan inspection, expediting, receiving, staging and issuing of turnaround
or project materials
Execute plan with Vendors and Suppliers to return unused materials and goods to a pre-defined
location and then inventoried.
Maintain and issue material status report for responsible area
Ensure materials purchased meet client/project/engineering specification
Set up materials history file to capture all material control and spec documents
Collect all documents from data sheets for all material.
Report daily to designated supervisor with required hard copy deliverables of turnaround/project
materials
Conduct random field quantity survey of material receipts, as directed
Work with Execution Coordinator, Supervisor, Planner and/or Purchasing on Change Orders
requiring materials and the delivery requirements
Implement bag and tag process for project/turnaround and monitor
Implement and monitor material movement process for turnarounds/projects
Assist QA/QC in receipt and acceptance of all material and repaired items
Initiate defective material returns from field

QA/QC Inspector

Position is responsible for maintaining the standards of quality control on projects and insuring all work is in accordance with all applicable codes, recommended practices, jurisdictional requirements, good engineering practices and client specifications and procedures. Inspector is certified to Level II in general NDE disciplines (i.e. UT thickness, PT, MT, RT interpretation), holds a CWI certification or comparable certification.

Typical Duties:
Maintaining all applicable project inspection/quality control documentation for onsite project work.
Develop and/or approve PQR’s and WPS’s.
Conduct and/or witness welder testing for projects.
Develops and maintains appropriate traveler documentation on specific projects.
Develops repair procedures and ensures repairs are in accordance with the applicable codes,
jurisdictional authority and best practices.
Develop and maintain jobsite weld maps.
Review and acceptance of weld radiographs.
Maintains accountability of welding consumables.
Performs NDE such as PT, MT, WFMT, and UT thickness as applicable, as well as maintaining
documentation on test results.
Develop test packages for fixed equipment and piping
Performs and/or witnesses testing of fixed equipment and piping and documenting the tests

Document Control Clerk

Establish and control new construction and plant equipment files and all required contents. Produce, package and deliver all required job package documents and drawings.

Typical Duties:
Establish file for each piece of maintainable equipment and or job package
Obtain equipment list from operating plant engineering files or Engineering contractor as
necessary to identify baseline
Obtain all relative equipment drawings, data sheets, purchase orders, vendor catalogues
and manuals
Obtain reproducible drawings where possible
Operate blue print machine or other reproduction equipment to make copies of required drawings
Maintain catalogue of equipment files with drawing numbers and revision numbers
Procure all drawings for a new project or upgrade
Set up and maintain drawing flat file
